KINGDOM OF SAUDI ARABIA GEOSPATIAL INFORMATION INFRASTRUCTURE – AN INITIAL STUDY

Abstract. This paper reviews the current Geographic Information System (Longley et al.) implementation and status in the Kingdom of Saudi Arabia (KSA). Based on the review, several problems were identified and discussed. The characteristic of these problems show that the country needs a national geospatial centre. As a new initiative for a national geospatial centre, a study is being conducted especially on best practice from other countries, availability of national committee for standards and policies on data sharing, and the best proposed organization structure inside the administration for the KSA. The study also covers the degree of readiness and awareness among the main GIS stakeholders within the country as well as private parties. At the end of this paper, strategic steps for the national geospatial management centre were proposed as the initial output of the study.

Résumé. Cet article passe en revue la mise en œuvre et l'état actuel du système d'information géographique (Longley et al.) au Royaume d'Arabie saoudite (KSA). Sur la base de l'examen, plusieurs problèmes ont été identifiés et discutés. La caractéristique de ces problèmes montre que le pays a besoin d'un centre géospatial national. En tant que nouvelle initiative pour un centre géospatial national, une étude est menée en particulier sur les meilleures pratiques d'autres pays, la disponibilité d'un comité national pour les normes et les politiques sur le partage des données, et la meilleure structure organisationnelle proposée au sein de l'administration pour l'Arabie saoudite. L'étude couvre également le degré de préparation et de sensibilisation des principales parties prenantes des SIG dans le pays ainsi que des parties privées. À la fin de cet article, des étapes stratégiques pour le centre national de gestion géospatiale ont été proposées comme résultat initial de l'étude.

Resumen. Este documento revisa la implementación y el estado actual del Sistema de Información Geográfica (Longley et al.) en el Reino de Arabia Saudita (KSA). Con base en la revisión, se identificaron y discutieron varios problemas. La característica de estos problemas muestra que el país necesita un centro geoespacial nacional. Como nueva iniciativa para un centro geoespacial nacional, se está llevando a cabo un estudio especialmente sobre las mejores prácticas de otros países, la disponibilidad de un comité nacional de normas y políticas sobre el intercambio de datos y la mejor estructura organizativa propuesta dentro de la administración para la KSA. El estudio también cubre el grado de preparación y conciencia entre las principales partes interesadas en los SIG dentro del país, así como las partes privadas. Al final de este documento, se propusieron pasos estratégicos para el centro nacional de gestión geoespacial como resultado inicial del estudio.
