Pressures from the context and institutional capacity building to develop industrial symbiosis networks

Abstract This research analyzes the importance of the institutional and economic context and the institutional capacity building to develop an industrial symbiosis networks through the "Programa Mineiro de Simbiose Industrial" (PMSI). The research is qualitative, exploratory and descriptive, using content analysis techniques. Interviews were conducted with managers and government actors with active PMSI participation. The institutional and economic contexts and the current knowledge, mobilization and relational capacities were identified. The results indicate that the industrial symbiosis network is not dense and there are few waste exchanges among companies. There is an effort among actors who participate in the PMSI to build knowledge, mobilization and relationship capacities. However, the institutional context is unfavorable to the development of industrial symbiosis. This study article reinforces the need to invest in eco-innovative solutions and institutional environment improvements to develop efficient natural resources and waste management, and thus allow the development of eco-industrial parks.

Résumé Cette recherche analyse l'importance du contexte institutionnel et économique et du renforcement des capacités institutionnelles pour développer des réseaux de symbiose industrielle à travers le « Programa Mineiro de Simbiose Industrial » (PMSI). La recherche est qualitative, exploratoire et descriptive, utilisant des techniques d'analyse de contenu. Des entretiens ont été menés avec des responsables et des acteurs gouvernementaux avec une participation active du PMSI. Les contextes institutionnels et économiques ainsi que les connaissances actuelles, la mobilisation et les capacités relationnelles ont été identifiés. Les résultats indiquent que le réseau de symbiose industrielle n'est pas dense et qu'il y a peu d'échanges de déchets entre les entreprises. Il y a un effort parmi les acteurs qui participent au PMSI pour renforcer les connaissances, la mobilisation et les capacités relationnelles. Resumen Esta investigación analiza la importancia del contexto institucional y económico y el desarrollo de capacidades institucionales para desarrollar redes de simbiosis industrial a través del "Programa Mineiro de Simbiose Industrial" (PMSI). La investigación es cualitativa, exploratoria y descriptiva, utilizando técnicas de análisis de contenido. Se realizaron entrevistas con gerentes y actores gubernamentales con participación activa de PMSI. Se identificaron los contextos institucionales y económicos y los conocimientos, movilizaciones y capacidades relacionales actuales. Los resultados indican que la red de simbiosis industrial no es densa y hay pocos intercambios de residuos entre empresas. Existe un esfuerzo entre los actores que participan en el PMSI para construir conocimiento, movilización y capacidades de relación. Sin embargo, el contexto institucional es desfavorable para el desarrollo de la simbiosis industrial.
